Absolutely. The World Bank's structures must be changed. The World is not as it was when it was first constituted and it does appear to be the property of the government of the US.
Its activities, on the other hand, are quite dark and not clear to the normal understanding of the people whose taxes are used in it in a way or another.
That this Wolfowitz affair has been brought to light is in itself a hint that changes are taking place. I wonder how many untoward operations have been carried out in that Bank.
